Building a “Healthy Campus” Platform to Facilitate Normalization of Epidemic Prevention and Control in HUST

In order to fulfill the requirements of the CPC Central Committee for making unrelenting and continuous efforts to focus on the normalization of epidemic prevention and control and maintaining public health security in campus, HUST has rapidly established a emergency management platform for healthy campus serving the whole university, with an aim to “fully grasp the status”, “precisely track the problems”, “efficiently handle emergencies” and “assist leadership in decision-making”. Complete information coverage is achieved by establishing the basic data of campus-related personnel, their healthy status and locations; orderly access is achieved by analyzing personnel health information, location detection information and location access rules; process automation is achieved by standardizing the process of students returning to school.

1. Thorough search to achieve full coverage of on-campus personnel

Since the existing information system mainly serves the on-campus faculty and students, it does not cover the information of self-employed personnel, site construction personnel, project partners, family members of the faculty living in campus, community residents and other temporary personnel who work and study in campus. In order to solve this problem, the Networking and Computing Center, during the COVID-19 pandemic, builds a permanent personnel management system to cover the personnel of the whole university and related grid locations, identify the responsible persons and responsible organizations of temporary personnel, eliminate the obstacles of data missing for the subsequent campus epidemic prevention scenarios, and realize the “full management of on-campus personnel”. As of December 2020, the system has registered 9,757 on-campus houses (with a registration rate of 81%), 43,598 actual residents in campus and 20,630 temporary persons without housing.

2. Health tracking to achieve one-stop management of early warning and emergency response

In the early days of the pandemic, faculty and students were scattered in various places and their health statuses were unknown. Therefore, there was an urgent need for a set of rules engine based on health reporting information to automatically track the health status of faculty and students and provide warning of abnormal conditions. During the normalized stage of the pandemic, faculty and students gradually returned to campus. However, there was no information system to support the access management of school-related personnel in various places of the campus; therefore it was impossible to control and monitor the scope of activities of on-campus personnel, and data collection and information registration were not carried out on the entry and exit of personnel in various places. To this end, the Networking and Computing Center built a pass code management system based on personnel health reporting data, location detection data, static organizational relationship data and dynamic linkage data, ensuring one code per person and one code per place, providing personnel identification, health monitoring, access rules, data record and one-stop management mode of early warning and emergency response, and achieving “full management of whereabouts”.

3. Standardized process to ensure the orderly implementation of the plan for returning to school

As the domestic epidemic was brought under effective control, the plan for students returning to school was put on the agenda. The process of students returning to school involves a number of scenarios such as collection of health information before return, approval and confirmation during return, access to dormitories and meals ordering after return. In order to minimize the risk of epidemic outbreak caused by students returning to school, the Networking and Computing Center built a digital student back-to-school system based on the pass code management system. The system fully grasps the information before return, automatically transfers the approval and confirmation process during return, and precisely controls the access rules and meals ordering after return, so as to ensure the safety of students returning to school and achieve “full management of risks”. As of September 2020, the digital student back-to-school system had supported the back-to-school process of a total of 39,362 students in more than 20 batches and of different types including graduates, non-graduates, and freshmen.
