On December 28, The 14th Five-year Plan of Informatization Development (hereinafter referred to as the Plan) was released. It makes an arrangement for the objectives and major tasks of informatization development during the 14th Five-year. As a guide to the informatization development during the 14th Five-year, the Plan serves as a framework document for the informatization development of our university.
The Plan makes a summary of the past and points out the way for the future. The Plan summarizes the major achievements and problems in the informatization development during the 13th Five-year and analyzes the opportunities and challenges we are confronted with. It remains closely aligned with the principles of relevant documents about cyber security and the use of information technology released by the state and Ministry of Education, and defines the guiding thoughts, development principles and goals of the informatization development plan for the 14th Five-year.
The Plan stipulates the overall objectives of informatization development. Focus on the 14th Five-year, the Plan puts forward that we will implement the Action Plans from three aspects, namely, the Action Plan for Improving the Basic Ability to Apply Information Technologies, the Action Plan for Modernization of Governance Capabilities and the Action Plan for Improving and Supporting the Teaching and Scientific Research Ability, and fulfill the goal of building a first-class new generation of intelligent campus in the country before the end of the 14th Five-year.
The Plan specifies nine projects. In the Plan, the action plan for improving the three abilities is further broken down into nine projects. The Action Plan for Improving the Basic Ability to Apply Information Technologies includes the campus network upgrading project, campus IOT and "One Map" project and the innovation project of the basic informatization development platform. The Action Plan for Modernization of Governance Capabilities includes the management service information system upgrading project, intelligent management service project and science-aided decision-making project. The Action Plan for Improving and Supporting the Teaching and Scientific Research Ability includes IT and teaching & scientific research integration project, teaching & scientific research big data project and supercomputing center construction and application project.
The Plan also specifies the goals for each stage and the main indicators of informatization development for the 14th Five-year. The Plan specifies the overall objective to build a new intelligent campus based on the route map of 27 tasks. It will provide more support to achieve the goal of "having more world-class disciplines, making several disciplines rank highest among world-class disciplines, and making our university one of the world-class universities by 2025" through application of information technologies, and increase the teachers and students' sense of achievement, happiness and security in terms of cyber security and informatization development.
It is learned that as a special plan for the 14th Five-year, the Network and Informatization Office attaches high priority to the compilation of the Plan. In one and a half years from the preparation to the formal release of the Plan, we organized multiple symposiums of functional departments, heads of schools and departments, and teacher and student representatives, and collected opinions from all functional departments, schools and faculties, and directly-managed and auxiliary units for three times. We invited the experts from Tsinghua University, Peking University and other universities for two rounds of expert evaluation. After the discussion by the university's Leading Group on Cyber Security and Informatization Development as well as the joint review and approval of the university's standing committee of the Party, the text was improved and finally released. The Plan will serve the university's central work and overall development goals in a better way during the 14th Five-year, and enhance the informatization development to a new level.
