Measures taken by Huazhong University of Science and Technology in three aspects to strengthen the building of an intelligent One-stop Service platform

Huazhong University of Science and Technology earnestly studied and implemented General Secretary Xi Jinping's important observations on education and the guiding principles of the National Education Conference, thoroughly carried out the requirements of China's Education Modernization 2035 and Action Plan for Informatization Development of Education 2.0, strived to improve performance in governance and actively strengthened intelligent management services. It comprehensively upgraded the "One-stop Service" smart platform, developed the "One-click Access" intelligent applications, and continued improving the university's governance system and the modernization of governance capabilities through establishing systems, strengthening governance, and setting up intelligent platforms.

Attach priority to establishment of systems, and highlight high-level planning and implementation. The university paid more attention to fundamental work. It released The 14th Five-year Plan of Informatization Development of HUST and implemented the plans to improve three abilities, i.e., the Action Plan for Improving the Basic Ability to Apply Information Technologies, the Action Plan for Modernization of Governance Capabilities, and the Action Plan for Improving and Supporting the Teaching and Scientific Research Ability. It has established a system of rules and regulations for informatization development which consists of 47 special documents, providing an institutional guarantee for the One-stop Service platform. The university increased the efficiency by strengthening the governance and invigorating the mechanism. It established an operation mechanism with the Full Life Circle Management Method of Informatization Project as a core, set up an Informatization Development Complex composed of IT Department and Business Department, and strengthened coordination and cooperation to provide an effective institutional guarantee for "One-stop Service". The university established an active close-loop system to guarantee the security. It strengthened the daily inspection and monitoring of network assets to grasp the basic information and situation, and established a close-loop network security management system and strict regulations for building information systems, to guarantee the university's cyber and data security.

Increase efficiency by strengthening governance, and highlight high-quality management services. The university upgraded the mobile information portal platform. The enterprise WeChat APP of HUST on WeChat integrates more than 300 applications, and can provide one-stop information services on the mobile terminal through the Event Center for teachers and students. It has 84,000 users, with an average daily active users of 50,000, and pushes more than 40 million messages yearly on average. The university also optimized the online service process. Following the principle to solve problems online as much as possible, it has set 321 procedures on the online service hall and provided services of 397,000 person-times. The university also expanded the scope of service of the "One Form" platform. It can avoid the repeated filling of forms by teachers, and realize the automatic collection, visible display and intensive maintenance of the personal data of teachers and students. Meanwhile, it also supports the individualized assessment plans and automatic calculation in performance distribution of all schools and departments. At present, it has been applied in 24 schools and departments, which has effectively alleviated the burden of filling in forms and improved the informatization management of schools and departments.

 Insist on innovation through intelligent platforms, and highlight highly-targeted problem resolution. The university established a One Map campus service system, and preliminarily integrated various data and applications based on the campus spatial map, providing more precise support for school management. So far, the electronic campus map has covered a road network of 116 km, and has provided intelligent services such as inquiry of campus map and route planning for more than 8,000 freshmen. The university set up an intelligent QA platform which gathers 2,710 questions from 12 departments. Relying on the natural language processing technology, it focuses on questions most frequently asked by teachers and students and provide 7×24h intelligent QA services, greatly improving the consulting efficiency. Since the platform was put into service, it has provided services to more than 85,000 person-times, with a QA matching ratio of 88%. The university also established an intelligent recommendation system to provide teachers and students with current news, services and online courses from high quality websites and authoritative official accounts inside and outside the campus, trying to meet the individualized requirements of teachers and students.
